| 摘 要： | 高新技术企业要抵御国际经济风险，必须在全球价值链上不断升级。陕西高新技术企业嵌入全球价值链袁现为嵌入层次低、生产者驱动型兼带购买者驱动型的驱动力、兼有领导型和模块型治理模式等方面的特性。高新技术产业的进一步发展，应按照产品升级与工艺升级到本链条之内的功能升级再到链条升级的路径发展。在升级过程中，需要企业、政府和服务支撑体系形成合力。
