| 摘 要： | 我国医疗体制改革"基本不成功"就在于制度建设缺乏道德合理性考量。医疗体制问题不是单纯的"计划还是市场"之争经济学问题,也不是单纯的"如何惩治腐败"的管理学问题,它首先是个伦理学问题。医疗体制改革及其重建如果缺乏道德合理性,就有沦为利益各方博弈和利益均沾结果的危险。医疗体制改革应遵循的伦理学原则主要是公正和效率原则,其中最主要的是有限的公有卫生资源的分配公正问题。这个问题表现在医疗体制的各个环节和方面。

| Abstract: | Lacking moral rationality is the main cause of the "partial failure of medical system reform" in China.Instead of solving "market or planned" dispute or "how to eradicate corruption",medical system reform should focuse more on ethical issues.The reform and reconstruction of medical system of China needs more moral rationality.Justice and efficiency are the main principles that medical reform should follow and the most important problem that should be concerned is how to distribute limited medical resources justly.it is reflected in every aspect of medical system. |
