| 摘 要： | 刑满释放人员是一个特殊的社会群体,解决其基本生活问题关乎社会的稳定与和谐。在我国,完善刑满释放人员社会保障制度尤为重要和迫切。为此,一是要转变对刑满释放人员的保障理念;二是健全法律法规,制定专门的《刑满释放人员社会保障法》;三是完善刑满释放人员社会保障项目并明确统筹机制;四是完善刑满释放人员的社会保障项目。

| Abstract: | The released from prison are a special social group.To satisfy their basic living requirements is very important for the stability and harmony of the society.The perfection of the social guarantee system for the released people is very sig- nificant and urgent today.So we must take the following four measures.First,the guarantee ideology of the released must be changed.Secondly,the laws and regulations must be improved,and the Social Guarantee Law for the Released be enac- ted.Thirdly,the social guarantee programs for the released must be perfected and the co--ordination mechanism be clari- fied.Fourthly,the social guarantee programs for the released must be elaborated. |
