| 摘 要： | 旅游资源环境问题成因多样，牵涉面广，保护工作本身也是一个动态过程，仅仅依靠约束开发商和经营商的行为或从加强游客管理入手，很难全面实现旅游资源环境保护的目标。查明旅游资源环境问题的成因，明确资源环境保护的主体，并在旅游地系统运行的框架内，调整系统结构和功能，改善系统与外部环境的关系，保障旅游地系统协调、有序地运行，是最终实现资源环境保护的有效途径。

| Abstract: | It is extremely difficult to realize the ultimate aim of protecting the tourism resources and environment which involves a variety of factors, and the protecting work itself is always a dynamic course as well. Consequently, it is not enough only to take the measures of controlling the behaviors of explorers, sellers and tourists in the course of protection. The most effective way to attain this aim of protecting the tourism resources and environment is to find out the real causes, to define the body of the protectors of resources and environment, to adjust the system structure and function, to improve the relationships between the system and its external environment as well as to ensure the system to move harmoniously in a certain tourism destination. |
