中美高校教师聘任制度之比较:基于教师利益的分析

摘    要:中国高校教师聘任制改革中出现了忽视教师利益的问题。教师利益可以分为教师个体的物质利益与精神利益,以及教师群体的学术利益。与美国大学教师聘任的比较发现,中国高校学术评议机构泛行政化导致了学术利益表达不畅通;行政权力过大,损害和压制了学术利益;教师个体的权利和利益得不到制度的支持。实施聘任制的关键是:改革学术评议机构,限制行政权力,增强学术权力,促进教师聘任程序的民主性和公开性。

Abstract:The reform of Faculty Appointment and Employment System (FAES) ignored the interests of faculty, which included the material and spiritual one of faculty individual and the academic one of faculty community. Comparing with the FAES of America, the one of China had many problems, such as the academic interests expressing was suffocated, the administrative power impaired the academic interests, and the interests of individual was not though much of by the institution. We should reform the academic evaluation institution, restrict the administrative power, increase the power of faculty, and establish a democratic and open procedure.
