江苏省公共教育资源倾斜政策的回顾与展望

2000年以来江苏省实施了诸多教育资源向苏北农村地区倾斜的政策,效果显著,然而,从时效性来看,仍可以发现一些政策在执行过程中存在因不可抗力、社会环境变化、社会发展模式转型、国家政策调整、物品自然折旧损耗、产品更新换代、人为使用偏差等因素所导致的后续衍生问题。这些问题主要存在于"物"与"人"的两个跟进应用层面。因此,应在此类政策制定时多考虑城乡一体化统筹特征及前瞻性、人本位的原则。

Retrospect,Current Situation and Prospect of Public Education Resource Priority in Jiangsu
