| 摘 要： | 改革开放以来,政府绩效评估在我国的兴起有着特定的时代背景,即由于改革开放以来意识形态感召力的迅速下降及在现阶段中国实现政治民主化的经济社会条件尚不成熟等原因,政绩合法性成为执政党和政府的主要合法性来源.为了提升地方政府的政绩,绩效评估作为一种新的政治控制工具日益受到执政党和政府的重视,但是政绩合法性有其天然的局限性,在我国,政府绩效评估也存在很多不完善之处,而要解决这一困境,除了改进评估程序、方法和和指标设计外,更根本的是需要大力发展社会主义民主政治,建设法治国家,促进合法性来源的根本转型.
