我国特奥融合学校计划本土化的进展、问题及建议

摘    要:梳理我国特奥融合学校计划的发展脉络,并以国际特奥东亚区融合学校计划技术团队的身份,于2017—2018年间对全国近30所签约融合学校进行现场考察指导。研究发现在"国际特奥东亚区新5年计划"启动后,我国特奥融合学校计划具有量和质的飞跃。主要表现是:特奥融合学校计划签约校的数量大幅增加;特奥融合足球、篮球赛以及融合夏令营等作为特奥融合学校计划的延伸,已形成较有影响力的品牌;以上海体育学院和福建师范大学为核心,为全国特奥融合学校计划提供技术支持。尽管我国特奥融合学校计划发展较为活跃,但本土化推进依然存在问题,主要涉及"融合公共空间"有效利用性欠佳,学校融合意识模糊,主办方融合计划的体系设计仍需完善。未来我国特奥融合学校计划可以顶层设计为主导,提升个体对融合理念的解释水平,调整活动开展地域,完善项目实施程序,制定选择标准和建立及时反馈(评价)体系。这是特奥融合学校计划本土化、规范化发展的趋势,且为真切促进智力障碍等特殊群体融入社会提供专业、系统的支持。

Abstract:The research is done through combing the development context of the Special Olympics Unified Schools Program in China, and Guided nearly 30 contracted unified schools nationwide from 2017 to 2018 by the technical team of the International Special Olympics in East Asia.Studies have found that after the launch of "the new five-year plan for the Special Olympics East Asia Region", the Special Olympics Unified Schools Program in China has made a quantum leap and qualitative leap.The main performance is as follows: significant increase in contracted schools;Special Olympics Unified Football, Basketball Games and Unified Summer Camps have become more influential brands as extensions of Special Olympics Unified Schools Program;Shanghai University of Sport and Fujian Normal University provided technical support for the Special Olympics Unified Schools Program in China.Although the development of the Special Olympics Unified Schools Program is relatively active, there are still problems with indigenization.Mainly involved that the poor utilization of the "unified public space", blurry consciousness of school integration, and the system design of Special Olympics Unified Schools Program still needs to be improved.In the future, the Special Olympics Unified Schools Program in China can be dominated by top-level design that improve the mental construal of the concept of integration, adjust the area where the activity is carried out, and improve project implementation procedures, formulate selection criteria and establish a timely feedback system.This is the indigenization and standardized development trend of the Special Olympics Unified Schools Program, and it provides professional.It also provides professional and systematic support to promote the integration of special groups such as mental retardation into society.
