| 摘 要： | 社会救助体系应该成为农村的基本制度，它的建设和完善具有多方面的社会文化的积极意义，应该从实践科学发展观的高度来认识和对待在农村建立和完善社会救助体系，形成具有中国特色的社会救助体系。针对现况，提出了加大宣传的力度，加强队伍建设和监督机制的建设等建议。

| Abstract: | The paper believes that rural social rescue system should become a basic rule. Since its construction and perfection has various positive senses in social cultures, it is necessary to evaluate the establishment and perfection the social rescue system in rural areas from the perspective of practical scientific development and it is also vital to develop the social rescue system with Chinese characteristics. The paper suggests furthering propaganda scale and strengthening its construction and supervision mechanism. |
