| 摘 要： | 学生贷款人力资本投资市场的特性容易引发贷款的市场失灵,因而需要政府适度干预;而现行我国政府干预失当,则成为国家助学贷款运行中出现诸多问题的深层次原因。国外政府干预学生贷款的共性经验为我们提供了有益的启示,使得我国政府有必要进一步完善干预方式:完善贷款立法,严格政府执法;提供充足财力支持,保障贷方和学生利益;行政力量适度介入,提供基础性服务。

| Abstract: | The trait of human capital investment market of student loan is easily causing market failure,which needs governmental intervention within measure;our government’s improper intervention has become deep-seated reasons of problems that occurred in Government-Subsidized Student Loan in China.The common experiences of government’s intervening in student loans of foreign countries have provided beneficial revelations,that make our government perfect intervention modes,such as realizing ’there are laws to go by’ in loan operation via propelling law-making of Government-Subsidized Student Loan;via perfecting multi-form financial intervention,ensuring the equity and efficiency in the execution of Government-Subsidized Student Loan;via executing administrative regulations,macroscopically adjust the whole implementation on Government-Subsidized Student Loan. |
