| 摘 要： | 1901年前后，国际形势风云变幻，各种矛盾错综复杂。清政府面对这种形势展开了艰难的外交斗争，其中对俄国企图霸占东北的交涉尤显曲折。面对俄国的威逼利诱，清政府采取了灵活多变的外交策略，在各国的夹缝中寻找列强之间的矛盾焦点，最终赢得了外交史上的一次胜利。1901年前后的对俄交涉是政府处理纷繁复杂的国际矛盾的成功范例，表明弱国也有外交。

| Abstract: | Around 1901,the international political situation took on drastic change. The Qing government confronted a hard diplomatic struggle The negotiation with the Russian concerning their usurp of Northeast China was very tortuous. The Qing government adopted an active diplomatic strategy and at last, gained the success in his diplomatic history. It proves that a weak nation also has its diplomacy. |
