| 摘 要： | 人口素质被看作是贫困、落后的决定性因素。本文通过研究青海省农村贫困人口素质的现状，发现青海省农村贫困人口的身体素质差、科学文化素质低以及思想观念落后，认为青海省农村贫困人口的素质是导致青海省农村贫困的最根本原因。

| Abstract: | Population quality has been regarded as the crucial factor.This paper found that the body diathesis is poor,scientific and cultured diathesis is very low and the conception is lag among the rural poor population in Qinghai,through analyzing the condition of poor population quality in Qinghai. Consider that rural poor population quality is the most ultimate factor of leading rural poverty in Qinghai. |
