论"法治浙江"的法治环境评价体系——以湖州市法治环境评价为个案

建设“法治浙江”首先要对浙江的法治现状有个全面的把握,在此基础上提出建设的思路。因此,设计科学合理的评价指标体系是首要的问题。在建立评价体系过程中,应主要结合我国现行法治系统运行机制将浙江法治环境评价指标体系分为立法、执法、司法、监督、公民法治意识等五个方面的层次结构。并引入层次分析法,尽可能排除法治环境评价中的主观因素,建立判断矩阵,结合问卷调查、座谈会,进行统计分析,得出各影响因素的分值,最终得出评价结果。同时,还需进一步完善法治环境评价体系,使评价体系更加科学合理,使“法治浙江”的建设更具科学性。

On the Environmental Evaluation System of Government by Law in Zhejiang

The constructive ideas should be based on the all-around understanding of the Zhejiang situation if we want to perfect the government by law in this province.So,the primary issue is to scientifically and reasonably design an evaluation system.In practice,we should classify the evaluation system into five aspects,i.e.legislation,law enforcement,judicial,supervision and legal awareness of citizens by combining the current law system of our country with environmental government by law in Zhejiang Province.We should try to exclude the subjective factors in evaluating the environmental government by law,set up evaluation criterion,organize questionnaire and forums,and carry out statistical analysis so as to obtain the value of the influential factors and finally get the result of the evaluation.Meanwhile,we should further perfect the evaluation system to make it more scientific,which will contribute to the scientific construction of government by law in Zhejiang.
