文章将市场机制作为研究我国宏观质量管理体制改革路径选择的出发点,提出"质量安全"是建立与市场经济相匹配的宏观质量管理体制的核心目标.文章基于市场经济条件下宏观质量管理体制的基本属性,分析我国目前宏观质量管理中,存在的"消费者缺位"与"政府越位"等主要问题.最后提出市场质量监管体系、社会质量监管体系和政府质量监管体系的改革,是我国宏观质量管理体制改革,在路径选择上的主要制度安排.

Path Choice for China's Reform of Macro Level Quality Management System

This paper puts the market mechanism as the starting point in the research of path choice for our country's macro-quality management system reform, and puts forward that "quality safety" is the key goal of building macro -quality management system to match the market economy. Based on basic attributes of quality management system under market mechanism, paper analyzes China's current macro - management system major problems, such as "absence of consumers", "government offside" and others. Paper presents the reform for the market quality Supervision and Man-agement System( SMS), the society quality SMS and the government quality SMS is the main institutional arrangements of path choice for our country's macro - quality management system.
