| 摘 要： | 西部农村人力资源丰富，但劳动力整体素质比较低，这已成为制约西部农村经济发展的“瓶颈”。开发西部农村人力资源要从农村基础教育抓起；重视和加强农村职业教育与成人教育；通过多种形式和途径拓宽农村青年接受高等教育的渠道，培养大批西部农村经济建设能留得住，用得上的各类人才。

The exploitation of the rural labor force would be carried out by education in a variety of approaches to foster those who are competent and willing to devote themselves to the construction there. |
