| 摘 要： | 推行基建预算复审公示制度是规范投资主体行为，净化建设市场的重要手段，其目的是提高投资效益，保证工程质量。论述基建预决算复审、公示的概念、性质及三相互制约、相辅相成之关系，旨在建立健全基建预决算复审公示制度。

| Abstract: | Adopting the system reexamine and publication of budget and final accounts of capital construction engineering is important method to standardize the action of invested main body and purify building market. The purpose is to increase invested benefits and pledge quality of engineering. This paper states definition and nature of budget and final accounts,reexamine and publication and their relationship, which is connection of one another and supplement each other. |
