| 摘 要： | 探讨了在循环经济活动过程中应该遵循的原则，资源利用最大化和废弃物排放最小化。针对废弃物管理提出了政府指导下建立循环型社会，同时建立了废弃物排放测度模型，以实现废弃物绝对数量排放的最小化。

| Abstract: | This paper discusses the rules obeyed in the circular economy, which means that the resource should be used most effectively and the garbage should be recycling used and limited generated. In this paper, we established a model to forecast the discharge of polluting in order to realize the minimum of garbage emissions. |
