路径选择视角下的内蒙古牧区民主改革——以锡林郭勒盟为中心的考察

在内蒙古牧区民主改革中，中国共产党力图通过阶级斗争的革命路径改变牧区原有制度，但未收到良性的绩效；后期选择以“三不两利”政策为主要内涵的改革路径实现了牧区社会制度的变迁。革命路径受到原有制度的约束，改革路径则符合牧区的传统和实际。不同的路径选择使牧区社会局面根本不同。

Democratic Reform in Inner Mongolian Pastoral Area Is Considered in a Viewpoint of Routing Choice Take the Xilinguole City as the Center of the Study

In the democratic reform of Inner Mongolian pastoral area, the Communist Party of China strived to change original system of pastoral area by the revolution route of class struggling： But expecting achievement effect was not received. Subsequently, in the later stage, the reformation route with the policy of＇~three not doing and both benefiting＂ is chosen, by which the social system changes of pastoral area had realized. The revolution route had been constrained by the original system, but the reformation route correspond to the tradition and reality of the pastoral area. The different choice of route had a different social aspect in pastoral area at all.
