水利建设规划方案的评价指标体系研究

提出了一套用于评价水利建设规划的综合评价指标体系。分析了建立评价指标体系的依据和基本原则，在此基础上，从经济、社会和环境三个方面选取了参与评价的指标，建立了评价指标体系；采用层次分析法确定各个指标的权重，根据相关计算方法，确定每个水利建设规划方案的综合评价值，作为评价其综合效益的依据。

Study of Evaluation Index System for Programming Water-conservancy Developments

In this paper, a set of synthesis evaluation index system of water conservancy programming is brought up aiming at the problem that water conservancy developments is short of reasonable programming, so as that its function target can't be completely realized. Firstly, the basis of the evaluation index system and the basic principle are analyzed. From this foundation, the evaluation index system is established with three aspects from the economy, society, and environments. And, the respective weight is confirmed according to the respective importance of each index. Finally, synthesis evaluation value of each water conservancy developments programming is brought up according to this method as the basis of evaluating its integrated befits. Practice application indicates that this evaluation index system and the calculating method of synthesis evaluation value can express and evaluate the relatively good and bad of water conservancy developments with fixed quantity, and can provide the basis for government decision.
