| 摘 要： | 我国经济体制改革凸显出档案所有权多重问题.如何修改完善现有法律规范,建立完善档案价值鉴定机制,建立健全档案托管制度,并建立相应的监督保障机制,以保证制度和法律在实践中得到有效执行,是全体档案工作者所面临的新课题.解决这一课题,对我国档案事业的发展具有现实而深远的意义.
