| 摘 要： | 十八大四中全会公报指出，各级政府必须坚持在党的领导下，在法治轨道上开展工作，加快建设职能科学、权责法定、执法严明、公开公正、廉洁高效，守法诚信的法治政府，法治政府最终需接受民众的检验，因此全民法治思维的形成是法治政府建设的坚实群众基础，本文就是解读如何在全民法治思维背景下构建法治政府。
