| 摘 要： | 国家实施西部大开发战略决策以来 ,有关西部大开发战略的探索汗牛充栋。按照西部大开发何以开发、谁来开发、开发什么、如何开发的思维逻辑 ,就凸现的各种战略进行梳理 ,确立新的框架。由此引发对西部大开发战略的逻辑起点、已有战略构建的定位、理论创新、思维创新、区位把握的瓶颈制约、综合开发战略的结构创新等问题的思考。
