| 摘 要： | 我国对民办教育的内部治理政策经历了空白期、探索期、规范期的初级阶段以及高级阶段等四个演变阶段。研究发现:(1)在不同的阶段,民办教育的内部治理问题体现了政府与民办学校之间规制权的变化与反复;(2)教育权力经历了从中央政府向地方政府的下放,并且地方政府在民办学校的内部治理问题上扮演了重要的角色;(3)政府对民办学校内部治理政策的摇摆和滞后导致各学校根据自身发展轨迹形成了内在的管理制度安排,当政府重新对其内部治理进行规范时,这种外在制度更多地是以强制性的方式作用于学校内部,因此,更多地表现为形式上而非实质上的制度内化。
