| 摘 要： | 当前腐败现象呈现出高智化、涉外化、集团化、隐性化、多样化、顽固化的特点;腐败现象产生的根源,究其主观原因是理想信念的丧失和法制观念的淡薄;究其客观原因,是体制转型不够完善,人事制度存在漏洞,有效监督难以实施。有效防治腐败,应采取加强日常教育,构筑两道防线;加强制度建设,健全监督机制;实行依法行政,推行电子政务;营造廉政文化,提高反贪技巧;加大惩治力度,联合打击腐败等措施。

| Abstract: | The corruption appears six main characteristics nowadays.The reasons of corruption conclude both subjective reason and objective reason.These below countermeasures can prevent corruption effectively,such as strengthening usual education to construct two defensive lines,improving the construction of the system,perfecting the mechanism of supervision,implementing the administration according to law,pursuing the E-government,building integrity culture and improving the skills of fighting,whipping corruption more seriously and attacking the corruption jointly. |
