整体性治理视域下的应急情报体系协调研究

目的/意义]协同是政府应急情报体系管理的核心命题,以整体性治理为切入点实施应急协调控制是解决应急情报管理碎片化的要义。方法/过程]价值观念碎片化、本位主义与价值干预、情报阻滞、制度缺失降低了政府应急情报体系的协同度,导致政府应急效率低下。整体性治理坚持"逆碎片化""破裂解化"的理念,为情报体系协同应急提供了新的认知途径与实现思路。结果/结论]推进政府应急情报协调,须重塑应急情报体系整体性理念,加强应急情报管理碎片化治理的制度设计,完善多元情报主体参与和利益协调机制,强化情报体系立法和非正式制度建设。

Research on Government Emergency Intelligence Coordination under the Horizon of Holistic Governance

Purpose/significance] Coordination is the core proposition of government emergency intelligence management and taking the holistic governance as the breakthrough point to implement emergency coordination control is the core of solving emergency intelligence management fragmentation. Method/process] Values fragmentation,selfish departmentalism and value intervention,information block,lacking of the system reduces the coordination degree of the government emergency intelligence system,lead to inefficient government emergency. Holistic governance insists on"inverse fragmentation",the idea of"broken solution"for its administrative concept,providing a new government coordinated emergency cognitive way and implementation approach. Result/conclusion] Promoting the government emergency intelligence coordination,must reshape the holistic concept,strengthen emergency management fragmented management system design,improve the multiple participation and interest coordination mechanism,and strengthen the legislation and construction of informal institution.
