开井放油、打孔盗油、盗窃和破坏石油生产设施的现象，在全国各个油田都有发生，“三小一点”为涉油犯罪提供了销赃路径。涉油犯罪愈演愈烈。相比之下，不断出台的政策和法律似乎显得苍白无力，如何有效规制涉油犯罪，从而保护社会、经济、环境的安全与稳定，成为时下需要深入思考的问题。本文总结了涉油犯罪的特征，剖析了犯罪的成因。并用法学、管理学、经济学、系统科学等交叉学科理论，从涉油犯罪成本、犯罪控制系统、产业链、利益分配等角度进行了规制路径的新选择。

Phenomenon and Puzzle: New Study on Regulation of Petroleum - Related Crime

phenomena, such as opening well or drilling well to steal crude oil, stealing or destroying petroleum production equipments and tools, exist in all oil fields throughout the country. It seems that constantly issued policies and laws are powerless. Thus, in order to keep the society, economy and environment safe and stable, it is crucial to study on how to prevent crime about petroleum effectively. This paper summarized the characteristics of petroleum-related crime, analyzed the causes of this crime, and made a new choice among regulation measures from angles such as cost of crime about oil, crime control system, industry chain, and benefit allocation basing on some cross-subject theories including law, management, economics and systematic science.
