地方本科院校廉政风险防控机制建设研究——以贺州学院为例

党的十八大报告中首次提出“防控廉政风险”专门要求，凸显了深入推进廉政风险防控机制建设在建立健全惩治和预防腐败体系，建设廉洁政治中的重要地位和作用。伴随高校教育的不断发展，高校经费来源和使用的多渠道、多方位以及多领域为权力寻租提供了可乘之机。加强地方本科院校廉政风险防控机制建设，是从根本上治理高校腐败滋生蔓延的有效途径。

On the Priorities in the Construction of Corrupted Risk Prevention System

Under the background of the priority to the development of education, the education investment is increasing and the number of education project is raised, naturally the possibility of the accompanying corrupted risk is growing, too. The construction of corrupted risk prevention system is a new measure to regularize the power process and construct a system of punishing and preventing corruption. Effective work should be based on the reality of the universities,trying to seek for the priorities of corrupted risk prevention system. In the paper the documentary method is employed to define the core terms and analyze the components of the prevention system. The research finds out the existing issues in the construction of corrupted risk prevention system. Finally a conclusion is drawn that the emphasis should be placed on the establishment and perfection of the system, specification of the process control and scientific configuration of power.
