人才主权时代的人力资源开发与管理

摘    要:在不同的经济时代,各种经济要素的地位和影响是不尽相同的。在知识经济时代,知识及拥有知识的人才成为经济增长的主导因素;从计划经济体制向市场经济体制的转变,正在改变着人才的配置利用方式,我国经济社会发展出现向人才主权时代转换的趋势,出现了人才流动频繁性、择业自主性、工作创造性、分配协商性和竞争激烈性的特征。人力资源开发管理要适应这种变化,就要树立起产权化、资本化、知识化、民主化、法制化等基本指导原则。

Abstract:In different economy ages,the position and influence of the economic element is also different. In the knowledge-based economy ages, knowledge and the persons who own knowledge will become the predominant factors that facilitate economy growth. Facing the change of the economic system from the planned system to the market system,the deployment and use way for the talented persons is also being changed accordingly. So the development and management of the human resource in our country must be adjusted in order to fit this trend,and set up a series of new guidelines such as capitalization,democratization,legalization etc.
