| 摘 要： | 有关民初政治的著述多认为,1912年7月18日陆征祥出席参议院宣布政见,以出言不当,引起参议员的不信任,以致对所提请通过的六国务员一律否决,演成政治风潮。实际上,那天陆出席参议院只是提出拟任六阁员,请参议院通过,并非去宣布政见;参议员是以对陆演说之不满掩饰对袁世凯拟任六阁员和袁世凯的不满,陆征祥遂成为参议员们的撒气筒和袁世凯的替罪羊。

| Abstract: | According to many publications about the politics in the early Republic peried,the senators,disbelief caused by Lu's impertinent remarks when he delivered his political speech in the Provisional Senate on July 18,1912,led to the result that all the six members of the Cabinet.In fact,on that day,Lu went to the Provisional Senate to raise six intended members of the Cabinet and asked for the Senate's approval only rather than deliver his political opinion.The senators just wanted to use their disapproval of Lu to express their dissatisfaction with Yuan Shikai and Yuan's six intended members of the Cabinet.Lu became the vent of senators' anger and Yuan Shikai's scapegoat. |
