| 摘 要： | 建设新农村最缺的就是新农民,培养造就新一代有知识、懂技术、会经营、善管理的新型农民应是新农村建设的核心目标。全面提升农民的自我发展能力,已经成为解决＂三农＂问题的当务之急。在高度重视农村基础教育,大幅度增加对农村教育的投资的基础上,还要大力发展农村职业技术教育与培训工作,从整体和长远上提高农业劳动者的素质。
