群体性事件柔性化处置的机制设计

群体性事件是一种古老但却始终炽热的社会现象。频发的群体性事件已凸显在刚性体制内解决该问题的局限性与滞后性。柔性化处置具有理论和现实的可行性,探究和设计以柔性化处置为主导的常态、持久、稳定的长效性机制,已为大势所趋。应该坚持＂以人为本＂的执政理念,创新政府管理模式,建立健全多渠道利益诉求表达机制、多元化纠纷解决机制以及社会稳定风险防控和评估机制;同时,须恪守法治原则和慎用警力原则。

Design on Mechanism of Flexible Handling of Mass Events

Mass events are an ancient social phenomenon.however,it always happens.The frequent mass events has been highlighted the limitations and lag to solve the problem in the rigid system.Flexible handling has theoretical and practical feasibility.It is the general trend to design and explore the norm-oriented,long-lasting,stable and long-term mechanism on flexible handling of mass events.Some measures should be taken as adhering to ＂people-oriented＂ and innovativing government management,perfecting a multi-channel system of expression of interest demands,building a diversified dispute settlement mechanism and erecting the social stability risk control and evaluation mechanisms in addition to the principles of rule of law and police caution.
