摘    要:在我国学术界 ,一般认为古代西方的王权是不发达的 ,因此西方民主政治极易形成和发展。其实不然。王权与国家是同时产生的 ,在生产力落后低下 ,生产和生活都需要强权保护的情况下 ,君主制是历史的必然选择。古代西方不仅存在君主制 ,而且从人们对“君权神授”观念普遍接受的情况看 ,当时王权并不弱小 ,至少在理论上 ,与古代东方各国专制君主一样 ,都具有无限发展的空间。

Abstract:In our academia, most scholars consider the right of the Ancient West kings underdevelopment, so the West Democracy came into being and develop easily. In fact, when state came into being, the right of kings was in existence, because monarchism is a necessary choice in the history, in which, the productivity is underdevelopment, the producing and living must be under the aegis of powers. In ancient Rome and Greece, and Medieval West Europe, the monarchism was not only in existence, but the thought of divine right of kings was accepted by everyone; the right of kings was not only weak, but it has a lot of room to develop as the orient despot, at least in theory.
