贵州省独立学院转设政策执行的情况分析

2008年,国家教育部出台的教育部令第26号《独立学院设置与管理办法》的“附则”中明确提出了此前设立的独立学院以5年作为过渡期,按照《办法》的规定进行调整,充实办学条件,提高办学质量,完成有关工作.事实上《办法》已经表明了这项政策的目的旨在规范目前的独立学院,促使其转设成民办高校,促使其更好地发展.本文以贵州省为例,对贵州省的独立学院转设政策的执行情况进行描述和分析,并探讨其出路.

An Analysis of the Implementation of Policies for Setting Independent Colleges in Guizhou Province

In 2008, the national Ministry of Education issued the policy of ＂independent college setting and management ap- proach＂, and dearly put forward the independent college in 5 years as a transitional period, according to the policy＇s stipulate to enhance managerial condition and improve schools. In fact, the purpose of the policy is to make the independent college normal- ization, and promote them to the better development direction. This paper takes Guizhou province for example, to expound and analyze the policy implementation of independent college.
