| Abstract: | This paper mainly discusses the working function of carrying out mass culture activities from the following eight as- pects： （1） the planning, organization and implementation of mass culture activities; （2） cultural and art training work; （3） the col- lecting, protection and arrangement of intangible cultural her- itage; （4） the archive work for mass culture activities; （5） the net- work work for mass culture information; （6） the research of mass culture theory; （7） the awarding of mass literary works; （8） frontier and grass-roots work. |
