| Abstract: | Along with the rapid development of private education and under the social background of the rule by law, how to govern university by law is the matter worthy of attention. Among the factors, formal rationality provides strong guarantee for governing private university by law with its own advantages, which determines the effect of formal rationality should be valued and imple- mented in the process of governing university by law. |
