| 摘 要： | 民办公助二级学院的发展，是推进河北省高等教育大众化的必经过程。本在对高等教育大众化过程出现的问题进行分析的基础上，阐明了民办公助二级学院的性质和特点，提出了它在河北省高等教育大众化过程中的作用和意义。
