湖南电网PDCA调度管理模式构建

应用PDCA循环原理,对湖南电网调度管理进行系统分析,从工作计划、任务落实、检查考核和总结提高等方面,指出目前存在的主要问题,分析问题产生的主要原因。根据电网运行的客观规律和调度管理的工作主线,明确各级电网调度管理的职责定位,构建湖南电网PDCA调度管理模式,提出电网调度管理的整体PDCA流程、横向PDCA流程和纵向PDCA流程等框架体系。从系统工程的角度,提出保证湖南电网PDCA调度管理模式实施的责任体系、保障体系、监控体系和应急体系,以及持续提高执行力和工作质量的过程监督、工作评价、劳动竞赛及绩效考核等机制。

Construction of PDCABbased Dispatching Pattern of Hunan Grid

Using PDCA method,the paper firstly describes the problems of the dispatching from four respects,including work planning,mission implementation,appraisal and summarizing experience,by systematic analyzing the dispatching of the grid.After that,it describes the origin of these problems.Secondly,according to the basic regular and the mainstream of dispatching,the paper defines the basic requirements and duty of different part of grid in dispatching,and constructs PDCA-based dispatching pattern of Hunan grid.And then,it describes the whole procedure of PDCA-based dispatching,including horizontal and vertical process,and safety control process of operation department.Finally,from a system engineering perspective,the paper puts forward the obligation,ensuring,monitoring and emergency systems in order to improve the execution and process monitoring,job and labor emulation and performance appraisal of the performance quality.
