| 摘 要： | “君权”、“民利”是朱元璋国家观念的两个基本点，其政府建构、政府运行原则的设定皆基于此观念。然而，由于君权本质上是私人权力，无法消除私人化的官僚集团，从而使官员难以大公去私，顺民情行政；由于民利的实现以君权为中心，君权的绝对性得到强化，而民利实现却很困难。

| Abstract: | The sovereignty and people's interest are two basic points of Zhu Yuan-zhang's sense of the state, which are the basis for the construction of the government and its operation. Because the sovereignty is essentially personal power, it can't eliminate bureaucratic clique based personal relations to let the officials be impartial and work according to people's needs. |
