中日行政指导的历史之维

行政指导产生的文化土壤是东方重伦理重秩序的社会心理。在这个文化基础上，日本形成了官民一体化的协调体制，行政指导作为主要的行政手段，发挥了重要作用，但也产生了诸如密室交易等弊端。而中国官民协调体制尚未成型，行政指导的作用和方式还有发展的余地，但需要提前借鉴日本的经验教训，厘清行政指导的界限。

On the Comparative Reacher of Administrative Guidance between China and Japan

Administrative guidance was born from the oriental social psychology which emphasized ethic and order.Under the system of coordination between the government and the public,administrative guidance as a major administrable method,played important role,but also brought a series of problems,such as trading in backroom.In china,there is room for the development of administrative guidance,as the system of coordination between the government and the public is forming.But we should learn a lesson from Japan.
