| 摘 要： | 公民权利意识在公民意识的组成要素中处于首要地位,因为无权利意识就无民主参与意识,也无责任义务意识和法律意识。要培养公民权利意识,必须大力发展市场经济,培育公民社会,发挥公正立法和执法的现实引导作用等。

| Abstract: | Citizen's right consciousness is in space of top prominence in the composition key element of the awareness of the obligations of citizens, because does not have a democratic sense of participation without right consciousness, there are no obligation consciousness of responsibility and legal consciousness. It must develop market economy in a more cost-effective manner , foster citizen's society to train citizen's right consciousness, the reality of giving play to the just legislation and enforcing the law guides function etc.. |
