重构我国失地农民补偿模式的若干思考

中国正在进行着的工业化和城市化浪潮使失地农民数量急剧增加。当前，对失地农民的征地补偿不仅货币补偿标准低、数额少，而且缺失有力的就业扶持措施和基本的社会保障；很多失地农民抵御生活风险的能力急剧下降。征地补偿政策调整的重点应当置于长期的就业补偿和社会保障补偿，针对不同年龄段失地农民的实际困难和需求，探索与市场经济条件相适应的社会保障、货币补偿、就业培训与安置和创业扶持相结合的新模式。
