搞好乡镇机构改革 巩固全盘机构改革成果

由于乡镇管理的特殊性,使乡镇机构改革成为我国机构改革的一个最难攻克的堡垒。目前乡镇机构普遍存在行政区划不合理、乡镇布点分散、条块关系不顺,乡镇功能不全;编制失控,人员臃肿,乡级财政不堪重负;乡镇政府职能不清,角色错位,效率低下等问题。要解决这些问题,必须转变乡镇政府职能;适当调整乡镇区划,进行乡镇撤并;理顺管理体制,合并“七站八所”,增强综合服务能力;积极稳妥地安排分流人员;以经济手段和法律手段控制乡镇机构和防止人员“回潮”,最终巩固机构改革的成果。

How to Accomplish Institutional Reform in the Villages or Towns

Due to the peculiarity in the administration in villages or towns, the institutional reform at this level has become "a fortress most difficult to conquer" in Chinese institutional reform. The common disadvantages of the present administrative system at the local government include division irrationality and sparse stationing;abnormal subordinate and coordinate relationship,ill-functioning,too large personnel for the local finance to support, unclear responsibility or even wrong roles for agencies at different levels to play,inefficiency etc. In order to solve these problems, it is necessary for the local governments to accomplish their functional transition, to adjust their villages and towns division, to merge or withdraw some agencies to achieve harmonious relationship, to merge "seven stations and eight institutes" to increase their integrated service power, to actively and properly assign the personnel streamed, to prevent the local governments from personnel overflow by economic and legal means.
