| 摘 要： | 十六大报告提出了关于深化国有资产管理体制改革的新思路,但是根据这一思路进行制度创新,实施过程中面临的操作性问题将不容回避.本文拟从这一层面出发,提出相应的对策分析,以使我国的国有资产管理体制改革具有更大的持续创新空间.

| Abstract: | The report of the 16th NCCPC has put forward a new thought about deepening the management system of the stated-owned assets. But in order to create a new system according to the thought, we have to face many new operating problems. From this point, this thesis comes up with the analyses and suggestions in order to have a large creating space for our reform. |
