中国乡镇领导正职胜任力模型构建

摘    要:在分析我国党政领导胜任力模型指标体系设计存在不足的基础上,从乡镇领导正职的职位特点入手,设计指标体系,应用“穷尽成对比较法”确定两级指标的权重,采用360°立体测评建立模糊关系矩阵,从而建立了模糊综合测评模型,并利用该模型对乡镇领导正职胜任力进行测评.以更好地指导乡镇领导正职的选择、考评、培训等工作。

The Construction of Competence Model against the Chief Leaders in China's Towns

Abstract:The deficiencies concerning the designing of the competency assessment system against the CPC and administrative leaders are analyzed. Based on the chief position characteristics of town leaders, an index system is designed. Exhaustive pair comparison method is introduced to establish the weight of the two level measurements. 360° vertical assessment is applied to establish the matrix of fuzzy relations, so that the fuzzy comprehensive assessment model can be constructed to assess the competency against chief leaders of China's towns. The model will better guide the selection, evaluation, training etc of the town chief leaders.
