邓小平制度建设理论的基本内涵

中国传统政治文化主张“德主刑辅” ,这是新中国成立伊始就面临制度方面缺陷的主要原因之一。为此 ,党的历代领导集体都力求在民主和法制建设方面有所突破 ,以便在制度上达到“德治”和“法治”的平衡。改革开放以来 ,党在制度建设方面形成了自己独特的视角 ,认为制度建设是社会主义上层建筑的自我完善 ,应采取科学的态度和方法 ,积极稳妥地推进。在新的历史时期 ,“以德治国”与“依法治国”的相得益彰最终成为了制度建设的根本途径和方法 ,形成了基本的治国方略。

On the Basic Connotation of Deng Xiaoping Theory About System Construction

Chinese traditional political culture asserted that ruling the country depended mainly on morality and supple mentally on punishment. This was one of main reasons about system problem new China was faced with. So leaders of Chinese Communist Party strove vigorously to break through on democracy and law for the balance of ruling the country according to morality and to law. Since the adaption of the opening policy, our Party thought that system construction was consummating itself about socialist upper-class constitution. We must carry out actively and safely, utilizing scientific manner and method. In contemporary era, combination of governing the country according to morality and law become fundamental ways of system construction finally.
