| 摘 要： | 要有效实施《国家中长期教育改革和发展规划纲要(2010-2020年)》,除了充分落实其中所提出的保障措施能得以充分落实外,值得关注的问题还有:为切实促进教育均衡,权力部门应革新自身,主动剥离不合理既得利益;为推进政校分开、管办分离的教育管理改革,须建立克服恐乱和恋权心理并建立相关制度;为进一步增强各级党委政府落实《教育规划纲要》的力度,须将教育改革提升至能够集中力量的层面。
