高校教学与科研职能及其关系的分析与思考

摘    要:重科研轻教学现象是高等学校多年治而不愈的痼疾。从历史的层面认识教学和科研职能 ,从现实的角度深层解剖重研轻教现象及其对高等教育教学质量的影响 ,不难找出问题的实质所在 :教学的砝码上严重缺少可与科研相媲美的一系列具有约束和激励机制的政策与制度。解决问题的关键是订制度 ,给政策 ,提升教学地位 ,“以教师为本” ,确保教学质量。

Abstract:Paying much more attention to scientific research and neglecting academic teaching is a serious long suspended problem in colleges and universities.Even so, it's not difficult at all to find out its causes from the historical and realistic point of view, i.e. there is no series of restrained and encourageous teaching policies and systems compared with those of scientific researches. After giving a thorough analysis of the phenomenon and its effect on the teaching quality of higher education, the author thinks that the key to solve the problem is to set up a series of favorable policies and systems so as to raise teachers'status and to ensure teaching quality.
