摘    要:日俄战争后,为挽救东北危局,以徐世昌和锡良为代表的东北地方大员试图将美国的资本引入东北铁路,通过铁路外债的形式实现均势外交。由于诸多因素的制约,美国被迫放弃单独投资计划,使得鼓噪一时的“联美”“均势外交”的努力陷于流产。

Abstract:After Japanese-Russian War, in order to save the situation in Northeast China, the Chinese local officials led by Xu Shichang and Xi Liang tried to use the American capital to build the railway, and achieved the balance of power by introducting the foreign money. Because of the complex factors, the United States was forced to give up its investment plan and made the balance of power diplomacy failure.
