| 摘 要： | 考察了欧美各国彩票业的发展历程,并从人们购买彩票心态、彩票公益金使用情况和彩票发行公平性等3个方面对欧美各国彩票业的社会福利后果做了评价,从中找出可供我国彩票业借鉴和吸收的理论和实践经验。由此提出相关政策性建议,认为我国彩票市场尚未饱和。

| Abstract: | This paper reviews the development of the lottery industry in Europe and America and analyzes the results of the social welfare with regard to the psychology of the lottery buyers,the expenditure of the lottery funds and the fairness of the lottery issuing.It also points out that the lottery market in China has not reached saturation point. |
