| 摘 要： | 通过对经济欠发达地区高校人才流失原因的分析，提出改变观念．树立“人才资源是第一资源”的思想、加大工资用人和人才管理制度改革力度、建立人才激励机制和人才培养体系等措施来改变人才流失现状，真正实施“人才强枝”战略。
